Draft Terms of Reference for independent review of the Succeed-in-Ireland programme

The Minister for Jobs, Enterprise and Innovation, Ms Mary Mitchell O’Connor TD, has directed that an independent review be carried out of the Succeed-in-Ireland programme. The draft terms of reference for that review are now being shared with the public. The Department would welcome observations on those terms of reference.

Please note that the draft terms of reference previously stated that “a target was set of creating 5,000 jobs”. By way of clarification, there was no contractual target and rewards were not paid by reference to targets but only once a job was actually created.  

The draft terms of reference also previously stated that “a total of 535 jobs were verified as having been created”. Since the first publication of the terms of reference, however, 40 further jobs have been verified by the IDA, bringing the total of verified jobs to 575. Further, the IDA has confirmed that it has approved companies projecting the creation of an additional 1961 jobs over the next three years (providing a current potential jobs figure of 2536). The final number of jobs created by the Initiative will not be known for some time, as companies establish and expand; that number may be more or less than the current projections. The Department is aware that there is disagreement between the IDA and Connect Ireland on these job figures.

Any such input should be submitted to the Department before 17.00 on Friday 26 May
